Mubaris Karaev established the Public Union for the Support of Modern Science with a vision to democratize access to engineering education and scientific research. He is the key architect of IVEA – the first virtual university for engineering and innovation in the Caucasus.
He continues to lead projects in AI integration, ecological monitoring, and digital transformation in education.

Role: Chairman and Head of Strategic Governance
Shamo Salayev oversees the operational management and strategic direction of the union. With a strong background in scientific policy and institutional development, he leads collaborations with universities, international agencies, and national ministries.
His mission is to ensure scientific excellence, sustainability, and outreach through policy-informed action.
